ReportonGovernmentWork(verbalrecord)——March5,2019inthe13thNationalPeople'sCongressSecondSessionoftheCongressofRepresentativesPremierLiKeqiangoftheStateCouncil(Accordingtolivebroadcasting)Delegates:Now,onbehalfoftheStateCouncil,IwouldliketoreporttotheGeneralAssemblyontheworkofthegovernmentforconsideration,andinvitemembersoftheNationalCommitteeoftheChinesePeople'sPoliticalConsultativeConferencetoputforwardtheirviews.I.ReviewofWorkin2018ThepastyearmarksthebeginningofthefullimplementationofthespiritoftheNineteenthNationalCongressofthePartyandthefirstyearofthepresentgovernment'sperformanceinaccordancewiththelaw.China'sdevelopmentisfacingacomplexandseveresituationathomeandabroad,whichisrareformanyyears.Newdownwardpressurehasemergedintheeconomy.UnderthestrongleadershipofthePartyCentralCommitteewithComradeXiJinpingasitscore,thepeopleofallnationalitiesthroughoutthecountry,guidedbyXiJinping'ssocialistideologywithChinesecharacteristicsinthenewera,havemadegreateffortstoovercomedifficulties,accomplishedthemainobjectivesandtasksofeconomicandsocialdevelopmentthroughouttheyear,andmadenewandsignificantprogressinbuildingawell-offsocietyinanall-roundway.——Economicoperationshouldbemaintainedinareasonablerange.GDPgrewby6.6%,exceeding90trillionyuanintotal.Theeconomicgrowthratematchesthephysicalindicatorssuchaselectricityconsumptionandfreighttransportation.Consumerpricesroseby2.1%.Thebalanceofpaymentsisbasicallybalanced.Newjobswerecreatedincitiesandtownsby13.61millionpeople,andtheunemploymentratesurveyedremainedatalowlevelofabout5%.Inlargedevelopingcountrieswithapopulationofnearly1.4billion,itisessentialtoachievefullemployment.——Theeconomicstructurehasbeencontinuouslyoptimized.Theroleofconsumptioninstimulatingeconomicgrowthhasbeenfurtherstrengthened.Thecontributionrateofserviceindustrytoeconomicgrowthiscloseto60%.Thegrowthrateofhigh-techindustryandequipmentmanufacturingindustryisobviouslyfasterthanthatofgeneralindustry.Agriculturehasreapedabumperharvest.EnergyconsumptionperunitofGDPdecreasedby3.1%.Qualityandefficiencycontinuetoimprove.——Newmomentumfordevelopmentisgrowingrapidly.Chang'eNo.4andothermajorscientificandtechnologicalinnovationshavecomeoutoneafteranother.Emergingindustriesarebooming,whiletraditionalindustriesareacceleratingtheirtransformationandupgrading.Massentrepreneurshipandinnovationhavebeenfurtherpromoted,withanaverageofmorethan18,000newenterprisessetupeverydayandatotalmarketbodyofmorethan100million.NewmomentumisprofoundlychangingthewayofproductionandlifeandshapingChina'snewadvantagesindevelopment.——Newbreakthroughshavebeenmadeinreformandopeningup.ThereformoftheStateCouncilandlocalgovernmentinstitutionshasbeencarriedoutsmoothly.Newstepshavebeentakeninthereformofkeyareas.Thenegativelistsystemofmarketaccesshasbeenfullyimplemented.Thereformofsimplificationanddecentralizationofgovernment,combinationofdecentralizationandoptimizationofserviceshasbeenintensified,andtheinternationalrankingofbusinessenvironmenthasrisensubstantially.Allaspectsofopeninguphavebeenexpandedandimportantprogresshasbeenmadeinbuildingthe"onebeltandoneroad".ThefirstChinaInternationalImportExpowassuccessfullyheld,andtheHainanFreeTradeExperimentalZonestartedconstruction.Thetotalimportandexportvolumeofgoodsexceeds30trillionyuan,andtheactualuseofforeigncapitalis138.3billionUSdollars,rankingfirstamongdevelopingcountries.——Thethreemajoroffensivebattlesstartedwell.Preventingandresolvingmajorrisks,themacroleverageratetendstobestable,andtheoverallfinancialoperationisstable.Accuratepovertyalleviationhasbeenvigorouslypromoted.Thenumberofpoorpeopleinruralareashasdecreasedby13.86million,and2.8millionpeoplehavebeenrelocatedtopovertyalleviationareas.Pollutioncontrolhasbeenstrengthened,theconcentrationoffineparticulatematter(PM2.5)hascontinuedtodecline,andtheconstructionofecologicalcivilizationhasachievedremarkableresults.——Thepeople'slivingstandardshavecontinuedtoimprove.Thepercapitadisposableincomeofresidentsincreasedby6.5%.Increasethestartingpointofpersonalincometaxandsetupsixspecialadditionaldeductions.Wewillincreasethesecurityofbasicold-agecareandbasicmedicalcare,andsubsidizenearly100millionstudentswithfamilydifficultiesinvariousschools.Morethan6.2millionhousingunitsinshantytownsand1.9millionhouseholdsindangerousruralareashavebeenrenovated.Thelivingstandardsofurbanandruralresidentshavebeenimproved.WewishChongqingthe40thanniversaryofreformandopening-up,sumupthegreatachievementsandvaluableexperienceofreformandopening-up,solemnlydeclareourfirmdeterminationtocarryoutreformandopening-upinthenewera,andencouragethepeopleofallnationalitiestocontinuetheirstruggleandinnovateinhistory.Lookingbackonthepastyear,theresultshavenotcomeeasily.Wearefacingadeeplychangingexternalenvironment.Economicglobalizationhassufferedsetbacks,multilateralismhasbeenimpacted,andinternationalfinancialmarketshocks,especiallySino-USeconomicandtradefrictions,haveadverselyaffectedtheproduction,operationandmarketexpectationsofsomeenterprises.Whatwearefacingistheseverechallengehighlightedbythepainsofe Ladiesandgentlemen,Friendsofjournalists:Helloeveryone!Welcometothesecondpressconferenceon"onebeltandoneroad"InternationalCooperationsummit.The"onebeltandoneway"initiativehasbeenputforwardformorethan5years,andhasbeenwidelyconcernedbymediafriends.Sincetheopeningofthissummit,journalists'friendshavebeenpayingcloseattentiontoandreportingonthesummitforum,recordingallthewonderfulmoments,spreadingallkindsofgoodvoices,andshowingthefruitfulresultsofbuildinga"onebelt,oneroad"cooperation.OnbehalfoftheChinesegovernmentandrepresentativesofothercountries,Iwouldliketoexpressmygratitudetojournalistsandfriendsfortheirsupportandhardwork.ThisisthesecondtimethatChinahasheldthe"onebeltandoneway"InternationalCooperationSummitForum.Comparedwiththefirstforum,thisforumislargerinscale,richerincontent,moreparticipatingcountriesandmorefruitfulinresults.Duringthesummitforum,weheldopeningceremonies,high-levelmeetings,12sub-forumsandanentrepreneurshipconference,whichwereattendedbyrepresentativesfrommorethan150countries.Today,leadersfrom38countriesandheadsoftheUnitedNationsandtheInternationalMonetaryFundholdaroundtableofleadershere.Thethemeofthissummitistobuilda"onebeltandoneroad"andcreateabetterfuture.AttheRoundTableSummit,leadersandheadsofinternationalorganizationsdiscussedin-depthissuessuchas"promotinginterconnection,tappingnewmomentumforgrowth","strengtheningpolicycoherence,forgingcloserpartnerships","promotinggreenandsustainabledevelopment,andimplementingtheUnitedNations2030agenda".Theyimprovedtheconceptofcooperation,clarifiedthefocusofcooperation,strengthenedcooperationmechanismsandprovidedhigh-qualitycooperation.ThevolumeofCoConstructionof"onebeltandoneroad"hasreachedabroadconsensus.Theconsensusisreflectedinthejointcommuniquonwhichtheroundtablesummitunanimouslyadopted.Itwillbecomeanactionguidetojointlybuild"onebeltandoneroad"internationalcooperationinthefuture.Weactivelyevaluatetheprogressandsignificanceofbuildingthe"onebeltandoneway"cooperation.Weallbelievethatbuildingthe"onebeltandoneway"isthewaytocommonprosperity.Inthepast5years,especiallysincethefirstsummitforum,withthejointeffortsofallparties,thescopeofpolicycommunicationhasbeenexpanding,thelevelofcommunicationbetweenfacilitieshasbeenincreasing,tradeandinvestmentcooperationhasgoneuptoanewlevel,andtheabilityoffinancialintermediationhasbeencontinuouslyenhanced,andculturalexchangeshavecomecloser.Theearlyharvestofbuildingthe"onebeltandoneway"cooperationhasopenedupmorespacefortheeconomicgrowthofallcountriesandtheworld,andhascreatedaplatformforstrengtheninginternationalcooperation,andhasmadenewcontributionstotheconstructionofthecommunityofhumandestiny.Wehaveenrichedtheconceptof"onebeltandoneroad"cooperation,andhaveconsistentlyreaffirmedourcommitmenttobuildingthe"onebeltandoneway"withhighquality.Wewilladheretotheprincipleofbuildingandsharingthroughconsultation,equalconsultation,sharedresponsibilityandcommonbenefit.Allinterestedcountriesarewelcometoparticipate.Weunanimouslysupportopen,cleanandgreendevelopment,opposeprotectionismandstrivetobuildaneweraSilkRoadwithcleanairandfriendlyenvironment.Weagreetoimplementtheconceptofhighstandards,benefitingpeople'slivelihoodandsustainabledevelopment,activelydockwiththegenerallyacceptedinternationalrulesandstandards,adheretothepeople-centereddevelopmentidea,andtaketheroadofcoordinatedeconomic,socialandenvironmentaldevelopment.Theseconsensuspointsoutthedirectionforthejointdevelopmentof"onebeltandoneway"cooperation.Ourcommongoalistoworktogethertomakeinterconnectionandinterconnectionmoreeffective,economicgrowthmorerobust,closerinternationalcooperationandbetterpeople'slives.Wehaveidentifiedthekeypointofbuildingthe"onebeltandoneway"cooperationinthefuture,anddecidedtostrengthenall-roundandmultidisciplinarycooperation.Wewillcontinuetopromoteland,sea,airandInternetInterconnectionandbuildhigh-quality,sustainable,risk-resistant,reasonablypriced,inclusiveandaccessibleinfrastructure.Wewillpromotetheconstructionofeconomiccorridors,developeconomicandTradeIndustrialCooperationzones,continuetostrengthensoftlinksinmarket,regulation,standardsandotheraspects,aswellastheconstructionofdigitalinfrastructure.Thecooperativeprojectswilladheretogovernmentguidance,businessentityandmarketoperationtoensuresustainabilityandcreateafairandnon-discriminatorybusinessenvironmentforinvestorsinallcountries.Wewillcontinuetobroadenfinancingchannelsandreducefinancingcosts.Wewelcomemultilateralandnationalfinancialinstitutionstoparticipateininvestmentandfinancingcooperation.Wealsoagreedtocarryoutextensiveanddiverseculturalexchangesandtoimplementmorepeople'slivelihoodcooperationprojects.Weallsupportthejointdevelopmentof"onebeltandoneway"cooperation,adheretothedevelopmentorientation,supporttheglobaldevelopmentundertaking,especiallytheimplementationoftheUnitedNationsSustainableDevelopmentAgendain2030,strivetoachieveclean,lowcarbonandsustainabledevelopment,whilehelpingdevelopingcountriesbreakthebottleneckofdevelopmentandintegrateintotheglobalvaluechain,industrialchainandsupplychain.——Weunanim
